Kontseiluak onartezina deritzo balizko desadostasunaren aitzakiarekin hizkuntza-eskubideen aitortzan eta bermean aurrerapauso bakar bat ere jaso ez izanari. Desadostasuna argudiatuz, milaka nafarri eskubideak ukatzen jarraitzeari, bizitokiaren arabera herritarren diskriminazioa betikotzeari.

Honi loturik, akordio berriaren zazpigarren puntuari begiratuta, Hizkuntza Gutxituen Europako Gutunaren gomendioak eta Adituen Komitearen Ebaluazio Txostenean jasotakoak aintzat hartuko direla irakur daiteke. El desarrollo de la Ley Foral se haría, en su caso, a través de un proceso participativo que refleje las distintas realidades sociolingüísticas de Navarra
• Continuar con la adaptación de la normativa que regula el uso del euskera para garantizar un tratamiento acorde con la demanda y la realidad sociolingüística del territorio, a la vez que ampare el uso y conocimiento del euskera por la ciudadanía de forma acorde con los principios de voluntariedad e igualdad de oportunidades. Poniendo en marcha los planes lingüísticos de los diferentes Departamentos para el periodo 2023-2027, tomando como criterio el trabajo realizado durante la legislatura 2019-2023.
• Fomento del euskera en los medios de comunicación, enseñanza del euskera a personas adultas, vida social y cultural, de manera especial programas dirigidos a la población más joven.
• Dar continuidad a los convenios de colaboración con instituciones públicas y/o en su caso, de manera subsidiaria a lo público con aquellas entidades sociales con responsabilidad en el euskera.
• Mantener la coordinación con las Comunidades Autónomas y europeas con lenguas propias, respetándose la realidad institucional y legalidad vigente.
• Estudio y, en su caso, consideración de las recomendaciones que el Comité de Ministros del Consejo de Europa y las observaciones que el "Informe de evaluación del Comité de Expertos" realicen en lo relativo a la aplicación de la Carta Europea de las lenguas regionales o minoritarias.
